How does the Diaphragm gas meter work?

The cylinder and piston mechanism in a locomotive is simplified by replacing the cylinder with a "bellows" and the piston with a "membrane". The so-called "bellows" is just an empty box made of metal, with two halves put together and a soft, airtight film sandwiched between them. The middle part of the film is sandwiched by a metal sheet, a hard core that cannot be bent, but the surrounding film is so soft that the core can move from side to side inside the box. The film divides the space inside the box in two, each forming two 'air chambers' through which air can be fed or exhausted. When air is fed into the left chamber and exhausted from the right chamber, the pressure of the gas acts on the film, causing the hardcore to move to the right. Conversely, if gas is fed in on the right and out on the left, the hardcore moves to the left. So, if you think of the box as a cylinder and the membrane and hardcore as pistons, isn't this the same as a steam engine?
